State Fiscal Stabilization Fund (SFSF)

  The State Fiscal Stabilization Program is part of the American Recovery and Reinvestment Act (ARRA) of 2009. ARRA will provide more than $48 billion to America’s governors to reduce the potential of additional funding reductions in state and local budgets for education and other essential government services.

State Fiscal Stabilization Funds (SFSF) are awarded by the Federal Department of Education directly to the Governor’s office in each state. The Governor of Alabama requested that the Finance Department serve as the grant management entity for these funds. The Finance Director determined that the Department’s Executive Budget Office would handle this responsibility for the Governor and manage the distribution of SFSF allocations to all sub-recipients Therefore, the Finance Department’s website will host State Fiscal Stabilization grant management information. Detailed data on SFSF expenditures for the local education associations (LEA) can be found on the State Department of Educations ARRA webpage. Detailed data on SFSF expenditures for institutions of higher education and state agencies can also be found on their respective ARRA webpage, for both the education and government services portion of SFSF.
